Sergei Lavrov was scheduled to visit Afghanistan to discuss writing off the country's debt to the former Soviet Union, which is estimated at about $10 billion, and to attend the official opening of the reconstructed Russian Embassy compound.
Russia and the Asian nation agreed on debt cancellation last December. The writing off procedure will take place in February within the 19-nation Paris Club of creditor nations, where Russia is a member.
A Russian Finance Ministry official earlier said the agreement would allow Russian businessmen to pursue various business projects in Afghanistan.
After a failed attempt to land at the Kabul international airport, the plane carrying the Russian foreign minister and accompanying officials headed to New Delhi, where Lavrov will join the Russian delegation during President Vladimir Putin's visit to India January 25-26.
