Russian committee recommends investigation reform bill

MOSCOW, March 19 (RIA Novosti) - A Russian parliamentary committee said Monday it has recommended lawmakers pass the first reading of a bill designed to strip prosecutors of their huge powers leaving them only in charge of controlling functions.

The bill, drafted by the pro-Kremlin United Russia faction, proposes investigative functions be separated from controlling ones within prosecutors' offices in order to eradicate bias and corruption.

MPs proposed that an investigative committee be established for this purpose, which will be composed of deputy prosecutors of the general office and municipal, regional and military bodies. Prosecutors will confine themselves to verifying compliance with laws during investigations and court trials.

The president will forward possible candidates to head the investigative committee. The prosecutor general, who currently submits candidacies for his deputies to the Federation Council, parliament's upper house, will not participate in or influence the procedure if the law is approved.
