Russia's culture ministry to curb pornography

MOSCOW, March 26 (RIA Novosti) - The Russian culture ministry is drafting a bill to limit the distribution of erotic and pornographic products, Russia's deputy culture minister said Monday.

"We are planning to submit appropriate initiatives to the government in the latter half of this year," Pavel Pozhigailo said. "We envisage certain restrictions in this area," he said.

The official said he was hopeful the issue would be solved in the next three to four months.

Over the past few decades, the pornographic industry has skyrocketed due to the widespread use of VHS and DVD, and in particular the rise of the Internet.

A source on the Internet said the pornography industry was more lucrative than the income of the top technology companies combined.

The fastest-growing market for online porn is Great Britain, according to a Nielsen NetRatings study, which found that U.K.-based users employ the search term "porn" more than any other group in the English-speaking world.

However, the problem has a reverse side, as far as the freedom of expression goes.

On March 22, a federal judge in Philadelphia struck down a 1998 law that made it a crime for Web sites to allow children to gain access to material deemed "harmful," The New-York Times said on March 23.

The law, the 1998 Child Online Protection Act (COPA), which has never been actually enforced, makes it a crime for commercial Web sites to make material "harmful to minors" publicly available. Violators could be fined as much as $50,000 and face up to six months in prison.

Civil libertarians applauded the judge's decision as a victory for free speech and creativity on the Internet.

Russia has been waging a longstanding war against pornography for many years. Statesmen and public figures at all levels release regular statements, in which they demand an end to pornography in Russia, although things have not changed. X-rated films and scenes are broadcast on federal TV channels, they can be seen in motion picture episodes and on the pages of a whole variety of specific newspapers and magazines.

The statute of limitations for prosecution on pornography charges is 2 years in Russia.
