The program to repatriate Russians living in former Soviet republics to 12 "pilot" regions started this year. The program is designed to make up for workforce shortages in the Far East and European Russia.
The Russian Embassy in Latvia has started registering volunteers and informing people about the program and its details.
The program was drafted following the president's state of the nation address last May, when he called the decline in Russia's population - which he said was falling by 700,000 a year - the country's biggest problem. He said a sensible immigration policy could help resolve the issue.
In October, the president said the government would allocate 4.6 billion rubles ($171.13 million) for the program this year.
The Soviet Union experienced several major waves of immigration, the most recent taking place before and after the U.S.S.R.'s disintegration in 1991, an event that triggered widespread economic and social hardships and left millions of Russians stranded in former Soviet republics.
