Vladimir Chertok said inappropriate behavior by intoxicated passengers on board aircraft, with several recent cases in which some have tried to enter the cockpit or open an emergency hatch, was a real threat to air flight security.
He said the names of "unreliable passengers" would most likely be published on the Web site of the Federal Service for the Oversight of Transportation.
"We will post the names of passengers detained by law enforcement agencies, so that airlines know who they are," he said.
Chertok did not rule out that airlines would be banned from allowing such passengers to fly at all.
In turn, the head of the Federal Air Transportation Agency, Yevgeny Bachurin, said that after counting the number of cases in which drunk passengers threatened security, his agency might put forward a legislative initiative to ban drinking alcoholic beverages on board aircraft completely.
