Spanish Deputy Foreign Minister Bernardino Leon said during his visit Zapatero will meet with Russian President Vladimir Putin to discuss bilateral economic cooperation and the development of tourism.
"The Russian economy is showing impressive development growth and the Russian market is therefore very attractive," Leon said.
In 2006 Spanish exports to Russia increased 37%, and in the first six months of 2007 the figure grew to 40% reaching $7.3 billion.
Meanwhile, he added that there was a disbalance in Russian-Spanish trade and this will become a topic for discussion.
Leon said Spanish companies were showing an interest in establishing a gas liquefaction plant in Russia, which could provide Russian gas supplies to Spain.
The talks will also cover international issues, including the Kosovo settlement, the Iranian nuclear program, and the Middle East conflict.
"Both Russia and Spain are participants in the so called quartet on settling the [Middle East] conflict and Russia has a very positive role in it," the Spanish official said.
The Middle East Quartet, established in Madrid in 2002, comprises the UN, the European Union, the United States and Russia and acts as a mediator in the Israeli-Palestine peace process.
