The disturbance in the youth jail in Kirovgrad, in the Sverdlovsk Region, began late on Tuesday when a group of detainees tried to break through a fence surrounding the facility. A duty officer opened fire, killing one of the escapees. In the ensuing riot, six guards and nine detainees were wounded.
"A warden and an inmate later died in intensive care," the local department of the Federal Penitentiary Service said.
Officials said the detainees had set fire to the correctional facility's former headquarters and made an unsuccessful attempt to seize the weapons room. Officials have yet to give a clear explanation of the violence, which lasted for over an hour. The correction facility holds 470 teenagers.
Eduard Rossel, the governor of the Sverdlovsk Region, said 18 of the 20 detainees who escaped during the riot had been tracked down, and promised that the other two would soon be located. He also criticized the actions of wardens and officials during the disturbances, saying if it had not been for police efforts, hundreds of people would have escaped, endangering the local population.
Prosecutors have launched an inquiry into the incident, and the Justice Ministry has assigned a commission to look into the case.
