Russian diplomat highlights moderate progress in Kosovo talks

MOSCOW, October 17 (RIA Novosti) - Certain progress has been achieved in talks on the future of Serbia's breakaway province of Kosovo, Russia's envoy to the European Union said on Wednesday.

Speaking to reporters via a video link from Brussels, Vladimir Chizhov said "Brussels hosted a second round of direct talks between the parties to the conflict, unmediated by the troika of international negotiators."

Serbian officials and representatives of Kosovo, a UN protectorate since NATO's 1999 bombing campaign that ended a conflict between Serbian troops and Albanian separatists, held bilateral talks in Brussels on Sunday. Their previous meeting took place in New York in September.

The parties have so far failed to reach a compromise, with Serbia offering broad autonomy for the province, and Kosovo insisting on full sovereignty.

December 10 has been set as the deadline for the troika - the EU, U.S. and Russia - trying to broker a solution on Kosovo to submit a report to UN Secretary General Ban Ki-moon.

The 15-nation UN Security Council again failed, earlier this month, to agree on a plan of action if negotiations between Belgrade and Pristina produce no result by the set date

Kosovo Albanians have threatened to proclaim independence unilaterally if the talks fail.

The U.S. and some EU states have pushed for Kosovo's independence, while Russia has strongly opposed sovereignty for Kosovo, saying it would set a dangerous precedent, including for post-Soviet states.

Chizhov reiterated that Russia did not consider December 10 to be a deadline for international negotiations on Kosovo.

"Let us hope that enough positive elements will have been accumulated by December 10, and the talks will continue. But we do not consider it a final date, it is an end of one phase of negotiations," the high-ranking diplomat said.

The Serbs and Kosovo Albanians will resume talks, mediated by the troika, in Vienna on October 22.
