Two bombs exploded on Thursday in Karada, a busy shopping district in Baghdad. The United States has blamed the attacks on al Qaida.
"We resolutely condemn this bloody crime. We express deep condolences to the families of those killed and injured," Foreign Ministry spokesman Mikhail Kamynin said.
"Russia rejects any forms and methods of terrorism, whatever the motives invoked by the masterminds and sponsors of such heinous acts," he said.
No one has yet claimed responsibility for Thursday's attack, but the style of the attack is reportedly similar to that of previous attacks carried out by al Qaida.
The terrorists apparently used the first explosion to draw people in before the second bomb detonated. The blasts occurred five minutes apart.
The attacks came on the day that the U.S. military said it was withdrawing 2,000 troops from the Iraqi capital.
