Lavrov will meet with his Portuguese counterpart, Luis Amado, and Prime Minister Jose Socrates during a working visit on November 17-18.
"The two foreign ministers will focus on the issue of a new system of collective European security in the light of the initiative put forward by Russian President Dmitry Medvedev to draft an agreement," Andrei Nesterenko said, adding that the global financial crisis would also be on the agenda.
The two parties will also consider relations between Russia and the European Union on the back of results of the EU-Russia summit in France on Friday.
"The negotiations will also cover other issues, in particular UN activities, and the urgent regional problems, including the situation in the Caucasus, Balkans, Mideast and Afghanistan," Nesterenko said.
The spokesman added that Lavrov and Amado would discuss prospects for bilateral cooperation in the economic, cultural and research spheres, and scheduling a regular meeting of an intergovernmental commission for next spring.
