Medvedev calls for international forum on European security pact

HELSINKI, April 20 (RIA Novosti) - Russian President Dmitry Medvedev called on Monday for a forum of Euro-Atlantic states and international organizations to address a new European security treaty.

"I believe that talks on a European security agreement could be given a start by a top-level forum with the participation of all Euro-Atlantic states, and all international organizations, including the EU, NATO, OSCE, [post-Soviet security group] CSTO, and the CIS," Medvedev said, speaking at Helsinki State University.

Medvedev said the forum could agree on an agenda for talks on a pan-European security treaty and also decide on a venue.

He dismissed arguments that no new security arrangements were needed, pointing to the number of simmering regional conflicts.

"Existing organizations and forums have not coped with the [security] tasks," Medvedev said.

Medvedev reiterated that the new security treaty, which he proposed in Berlin last June, should contain peaceful conflict prevention and settlement arrangements, confidence building measures and arms control mechanisms covering territories from "Vancouver to Vladivostok."
