Investigation Committee spokesman Vladimir Markin said Yevsyukov had been charged with murder and attempted murder along with illegal possession of a weapon.
Following a family quarrel Yevsyukov, 32, took a taxi to a supermarket shortly after midnight on April 27, where he shot the driver dead, before walking into the store and killing two more people.
Yevsyukov's killing spree sent shockwaves through the police force, prompting the dismissals of a number of top police officials. The government has promised to introduce immediate measures, including tightening discipline and staff checks.
The Izvestia newspaper earlier reported that three Moscow police officers are to receive bravery awards for their involvement in Yevsyukov's arrest.
Andrei Borodich, 31, Alexei Kontiyev, 32, and Sergei Monakhov, 33, who were on duty at a police post near the supermarket, were the first to attend the crime scene and participate in the arrest of the killer.
