A book of tips aimed at helping newcomers settle in Moscow may be issued in the form of a comic, the chairman of the Russian capital's interregional relations and national policy committee said on Thursday.
"We had the idea to issue it in a cartoon-like form, since people coming to Moscow are all of different educational levels," Mikhail Solomentsev said.
He said the social code should be of medium size and written in plain language.
"This document will envisage ethical principles and traditions," Solomentsev said.
Moscow City Duma Speaker Vladimir Platonov said the code may be written in several languages.
