For Westerners, it's hard to understand why Russia, if it seeks peace, should have any concern over either NATO expansion or U.S. missile defense systems. The U.S. was not a dictatorship threatening world peace until recently; Russia was.

The point is this: President Obama decided not to follow up on George W. Bush's former missile shield defense plan, but then decided to go ahead with a different plan, but basically with the same intent. He claims that he is held back by Congress, by the Pentagon, but really he and his team are calling the shots. Why would he call for "change" and a "reset" in US-Russian relations to only enact a similar military plan? My advice to Prime Minister Putin: Words are nothing, Deeds are everything.

Mr. Putin has only himself to blame. He said at the 2007 Munich Security Conference that the "U.S. was like a mad man, running around with a straight razor, and trying to solve his problems!" He also said that "the U.S. effort to solve all global issues unilaterally was hopeless, and that the U.S. wanted to control the world with a "diktat." " But then he turned around and allowed the U.S. to use the U.N. Security Council as its tool for for just taking a couple of Russian companies off a U.S. blacklist. And sine then, Russia has followed the U.S. "diktat" voluntarily, and became "hopeless" itself to protect its nationals businessmen in Liberia and Thailand arrested under the pretext of "drug running," but actually for helping anti-American insurgents. Mr. Putin was impressive at the 2007 Munich Security Conference, but that tough impression has evaporated because since then Russia has allowed the U.S. to pull it by the nose - except in the case of Abkazia and South Ossettia.

Sure, "re-setting" good relation with the U.S. was a good idea. But during the implementation process, Russia
gave away the store to the U.S., but received only peanuts in return. Worse yet, Russia itself followed the "U.S. diktat," and that watered down Russia's ascending international prestige since the Boris Yeltsin years. And with that Russian prestige watered down, the U.S. now feels confident enough to compress Russia and
install the Defense Missile Shield in Europe. And the only thing Russia can do is clamor about! But clamoring like a baby won't impress the U.S. Military Industrial Complex (MIC) who control each U.S. president. Obama's good-will is limited. Historians have argued for decades whether the U.S. president is "a Leader or a Clerk of the U.S. Military and Industrial Complex," but there is no definitive answer. The fact is, however, that each president can act like a "leader" when he throws $ trillions in contracts at the MIC - as the European Missile System, but he can act ONLY as a "Clerk" when the decision making time comes.

Does Mr. Putin want his 2007 prestige back? Then he should stop clamoring, and tell the U.S. that the U.S. European Shield would be targeted - period. And then do so without saying anything else! Then, order an immediate shipping of the S-300 anti-aircraft batteries to Iran; provide Syria with effective defense weaponry, and tell Thailand that Russia will break off diplomatic relations if Mr. Bout is extradited to the U.S. Then turn around and look to Central Asia and the East for economic development, and stop begging Europe and the U.S. for business and respect. I was as surprised as the Russian government when the United States announced that it was installing its European Missile Defense shield last month.

This announcement was followed by Russian deploying its European Missile Defense shield.

News of the US Missile shield cancellation was written up in several internet articles and these were published in the 4th Presidential Kids Art Album eBook called "4 Years Best Wishes! President Barack Obama & Family". All of the artwork for the first ever "Russian Kids Art Album eBooks" came from the public schools in Volgodonsk Russia.

At the time the teachers and kids in Volgodonsk were thrilled to have made an important contribution to rebuilding Russia-US ties.

So it was a real disappointment to learn of the decision of the United States government to go ahead with the deployment of the US European Missile Defense shield in Europe.
