The Russian Public Chamber said on Thursday it was drafting a bill to establish a national compensation fund for crime victims.

The joint Public Chamber and Investigations Committee draft will be submitted to the lower house of the Russian parliament at the end of May, Public Chamber member Olga Kostina said on Thursday.

The proposed fund is expected to tighten the current ineffective two-way procedure of criminals paying compensation to victims. Instead of coming solely from the criminal and sales of their property, compensation funds would be allocated from the federal budget.

The bill also stipulates the provision of legal assistance to minors who have been the victims of violent crimes.

The bill is part of wider measures to boost trust in the Russian judicial system, Kostina said.

"The Russian judicial system should not just be punitive, it should also improve the situation," she said.
