Russian CEOs and Families to Declare Income by April 1

The move also affects joint-stock companies in which the state holds a blocking stake.

Earlier in the day, Russian Deputy Prime Minister Dmitry Rogozin called for disclosure of information on the owners of private enterprises in the military-industrial complex as well as information about their incomes.

“We need to establish a chain of genuine business owners,” Rogozin said at a meeting on the control budget spending allocated in the state armaments program through 2020.

“I have ordered a draft government resolution on the definition of income for those involved in the management of defense enterprises,” Rogozin said.

Rogozin said the government needs to tighten control over the more than 20 billion rubles ($633 million) it will spend on buying arms and military equipment until 2020.

In his opinion, the funds earned by defense-related enterprises should be enough “not only to survive, but also to modernize the production and purchase of machinery, as well as wages.”

In May 2011 Russian President Dmitry Medvedev criticized several officials responsible for the failure of delivering defense equipment, and fired or disciplined several generals from the Defense Ministry and the heads of defense enterprises.

The deputy chief in control of Russia’s Armed Forces, Maj.Gen. Nikolai Vaganov, the head of the organization’s development of aircraft orders and arms, Col. Igor Krylov, and Deputy Commander of the Navy for weapons Nikolai Borisov were dismissed from military service.

Vladimir Grodetsky, the CEO of small arms manufacturer Izhevsk Mechanical Works (Izhmash), and the head of the Research Institute of Electromechanics, Arkady Khokhlovich, were also relieved of their jobs.
