BISHKEK, November 2 (RIA Novosti) - Kyrgyz President Kurmanbek Bakiyev held a news conference Wednesday covering a wide range of issues, including the country's recent prison riots, the future of a U.S. base in Manas and investment prospects in the republic.

He said the measures taken by law enforcement agencies to restore order to state penitentiaries after a series of riots had been "absolutely correct."

Tuesday's riots were an attempt by some forces to destabilize the political situation in the country in a bid to oust the president and seize power in the republic, Bakiyev said, adding that the situation was now completely under his control and that of the government.

The president blamed the riots on corruption, citing the example of criminal boss Aziz Batukayev, whose prison cell was equipped with TVs, air conditioning and computers and who was allowed to keep three horses, 15 goats and a pack of fighting dogs.

Speaking about the future of the U.S. base in Manas, about 20 miles outside Bishkek, the president said the authorities of Kyrgyzstan were preparing a new draft agreement on the use of the base.

"We are drafting a new agreement," Bakiyev said. "I won't hide that it will mean large expenses for the USA."

He also said foreign investors were interested in increasing the volume of investment in the republic's industrial and construction sectors and that the government was stepping up efforts to secure sustained economic growth.

"In the next two years, we will feel our economic progress," he said.

Outlining the political future of the Central Asian republic, Bakiyev said he was sticking to all the points of a pre-election agreement he had struck with Prime Minister Felix Kulov.

"We are honoring all the agreements completely," he said.
