"For us, the reform is not an end in itself but a means to rid the OSCE of its well-known geographic and thematic biases and to work out clear and transparent rules of functioning," Sergei Lavrov said, speaking at a session of the OSCE Council of Foreign Ministers in the Slovenian capital.
Lavrov said the OSCE should be granted international legal recognition and jurisdiction.
The minister said that work on the new distribution of payments in the organization had not been completed. "The decision adopted by the Council of Foreign Ministers yesterday on new scales of payments into the OSCE budget has brought us closer to implementing the principle of the real solvency of states," Lavrov said. "However, the work is far from complete."
