Valentin Tsvetkov, who governed the remote northeast Siberian territory, rich in gold and silver reserves and fishing resources, was shot dead near his office in downtown Moscow October 18, 2002.
"The extradition of two suspects in Tsvetkov's murder is being prepared," Yury Chaika said, adding that the Prosecutor General's Office had not experienced any problems cooperating with Spanish law enforcement agencies.
The two suspects, Alexander Zakharov and Martin Babakekhyan, both on an international wanted list since May 2003, were arrested in Spain in July 2006.
Two other suspects in the murder case, Masis Akhunts and Artur Anisimov, are currently serving jail terms for other grave crimes.
The main channels of inquiry in the investigation have focused on Magadan's gold mining industry, which the late governor had made moves to streamline, and also the allocation of fishing quotas, and the use of federal funds allocated to supply the region with fuel and other energy resources for the winter.
