WASHINGTON, April 12 (RIA Novosti) - A newly released government strategy designed to streamline America's intelligence gathering efforts will include broader collaboration with foreign services, the U.S. intelligence director said Wednesday.

"This effort marks the next stage of intelligence reform," Mike McConnell said. "The plan lays out specific, measurable short-term goals on important intelligence related issues, but in the longer term, this will give us the momentum to transform into a truly integrated community."

The 100-day plan is intended to improve "integration and collaboration" among the federal government's 16 intelligence agencies, and one of its core initiatives calls for the creation of "an environment to enhance collaboration between our national agencies while providing a venue to share more information with our coalition partners."

The Office of National Intelligence said that the plan is a continuation of the National Intelligence Strategy developed by McConnell's predecessor, John Negroponte, in 2005.

It focuses on six areas in need of reform, including greater collaboration among the country's various intelligence services, enhanced intelligence gathering and analysis, the promotion of new technologies, modernized business practices, accelerated information sharing, and a clarification of the national intelligence director's authority.

In its preamble, the document argues that the current global environment is far more complex than the bipolar world of the Cold War, and that in response, America's intelligence community had to adapt to more disparate threats than existed in the era of superpower confrontation, including by forging closer intelligence relationships with foreign partners.

No specific countries were mentioned as potential collaborators.
