TEHRAN, April 23 (RIA Novosti) - Iran's top nuclear negotiator called for fresh initiatives in the ongoing negotiations over his country's controversial nuclear program ahead of a meeting with the European Union's foreign policy chief.

Speaking on the eve of his Tuesday meeting with Javier Solana in Ankara, Iran's Security Council Secretary Ali Larijani called for a serious approach to negotiations and warned against any "diplomatic games."

"If the West wants to approach the situation realistically, it should not set any preliminary conditions, because now the circumstances have changed, which requires fresh incentives," Larijani said after Iran's President Mahmoud Ahmadinejad announced earlier this month that his country had launched industrial production of uranium, the element that can be enriched to create a nuclear bomb.

Western nations and Israel suspect Iran of masking a weapons program, but Iran says it resumed nuclear research last January to produce energy. In October, the EU said talks with Tehran had failed, and later declared support for the sanctions against the Islamic Republic that the UN Security Council introduced in December and toughened in March.

Tehran responded by saying it would restrict cooperation with UN weapons inspectors until its nuclear file is referred back to the International Atomic Energy Agency, the UN's nuclear watchdog, from the UN Security Council.
