Ukrainian parliament sets 50% minimum turnout for the early election

KIEV, June 1 (RIA Novosti) - Ukraine's parliament amended legislative election regulations Friday, setting a 50% minimum voter turnout requirement for by-elections and banning the use of absentee ballots.
When the parliament's work resumes Friday evening following a short recess, the Rada also plans to amend laws regulating early parliamentary elections that, under a deal struck recently between the president, premier and speaker, will be held September 30.
The Supreme Rada's refusal to provide funding for the polls was a key stumbling block to early elections called by President Viktor Yushchenko in April.
