Palestinian factions Fatah and Hamas to hold talks in Egypt

CAIRO, October 3 (RIA Novosti) - Rival Fatah and Hamas movements have agreed to resume peace talks in Egypt, the al-Sharq al-Awsat newspaper said Wednesday.

The newspaper's sources said the head of the Palestinian National Authority (PNA) Mahmoud Abbas had already informed Omar Suleiman, an intelligence chief coordinating Egyptian mediation activities, about his agreement in principle to the negotiations.

The Palestinian leader appointed Azzam al-Ahmad, head of the Fatah faction in the parliament, to lead the delegation.

A date for the talks has yet to be scheduled, and Suleiman has asked both parties to clarify their position on a peace settlement before the timeframe is set. Egyptian proposals will be delivered to representatives of both parties when the talks start.

In June clashes between the two movements resulted in two separate authorities being established, with Hamas controlling the Gaza Strip, headed by former PNA prime minister, Ismail Haniyeh, and the pro-Fatah government in the West Bank.

Earlier reports said that Hamas is preparing a peace initiative. Under the proposal, administrative facilities, security offices and border checkpoints would be handed over to Egyptian control until professional and objective defense and law-enforcement agencies are established in the region.

Hamas also said the information war should end and the rival parties should begin constructive peace dialogue, aimed at forming a centrist government to control both the Gaza Strip and the West Bank.

Abbas said no peace talks will begin unless Fatah regains control over the Gaza Strip, and those responsible for the takeover face trial.
