Kyrgyz president leads newly created party

BISHKEK, October 15 (RIA Novosti) - The founding congress of Kyrgyzstan's newly created Ak-Zhol (Bright Path) party elected on Monday the country's president, Kurmanbek Bakiyev, as its leader.

The party was set up on the president's initiative in the run-up to parliamentary elections in the Central Asian nation, scheduled to be held after an October 21 referendum on adopting a new constitution.

Explaining his decision to form the new party, Bakiyev said: "As you know, our country has about 100 different parties. There are few among them that are taking responsibility, and in the best cases they merely criticize mistakes made by the authorities."

"I decided to create a political party, a new political force, a party of creation, a party of responsibility, a party of action," he said. The new party will be "a party of workers and achievers, who want to work for the benefit of Kyrgyzstan, not party bosses," he said.

After the president's speech, the congress adopted the party's manifesto and rules, and formed a political council consisting of 35 people, including Bakiyev and the head of the presidential administration, Medetbek Sadyrkulov.

At present, the party consists largely of activists from the civic movement For the Constitution, Reform and Development, which was established on September 22 after the president announced a referendum on the country's new Constitution.

Kyrgyzstan's Constitutional Court earlier annulled the Constitution, ruling that its adoption by parliament in 2006 was unlawful. The new draft stipulates that the country's parliament will be elected by party ballots, and that local governments will serve as "the president's representatives at the regional level."
