The Dominican Republic has been hardest hit with 56 people dead since Monday and more than 60,000 evacuated.
A state of emergency has been declared in 28 provinces and in the country's capital, Santo Domingo. And the death toll could rise further as more heavy rain and strong winds are forecast.
In neighboring Haiti, which was also hard-hit by the downpours, at least 24 people were reported to have died and 25 were missing.
In Cuba at least 10,000 people have been evacuated, but no casualties have been reported as the island received double the average rainfall for October.
The storm is expected to hit the Bahamas tomorrow, but the Florida coast is not expected to be directly hit, although storm warnings have been issued in southeast Florida.
Noel, the 14th named storm of the Atlantic hurricane season, ranks second deadliest this year. In September, hurricane Felix in Nicaragua and Honduras claimed the lives of over 100 people.
