"The specific measures were introduced in the complex of Russian-British relations to punish Russia for its refusal to change its constitution. So these specific measures have to be reversed and then I believe we can speak on normalizing relations," Sergei Lavrov said.
Britain's ambassador to Russia said earlier today that the U.K. does not intend to make the first steps in resolving the crisis in relations between the two countries.
However, Anthony Brenton said London was willing to discuss all issues with Moscow. The diplomat insisted that Russia needs to act to improve relations with Britain.
The latest dispute between the countries flared up when Russia ordered the closure of British Council offices in its regions.
The move was seen as a follow-up to the scandal surrounding the murder of former Russian security officer Alexander Litvinenko in London. Moscow has refused to extradite Andrei Lugovoi, London's chief suspect in the case.
Russia also has a series of outstanding extradition demands for Britain.
