At least 31 people including six children were killed in late July as the worst storms in a century swept across western Ukraine. Hundreds of towns and villages were flooded, with more than 40,000 houses affected and thousands of people evacuated, officials said.
Ukrainian President Viktor Yushchenko declared a three-month state of emergency and the parliament has allocated some $1.2 billion for disaster relief operations.
Local emergencies officials have delivered around 270 metric tons of food, 843,000 liters of water and 5.4 metric tons of medicines to the disaster areas. Water and energy supplies have been partly restored and 81 bridges and 202 kilometers of roads have been repaired.
Evacuations have also been announced in several flooded regions of neighboring Moldova. The country's northern areas were the hardest-hit, with key roads closed due to high water levels.
Some 630 houses have also been completely or partially submerged by flood waters. Part of Tiraspol, the capital of the separatist Moldovan republic of Transdnestr, was also flooded.
The water level in the Dniestr River in Tiraspol increased up to 20 cm overnight Sunday, but a nearby dam is continuing to hold the rising waters. More than 1,200 people and 160 vehicles are involved in a rescue operation.
Transdnestr has evaluated the damage from the severe flooding at 317 million rubles ($13.5 million) and has requested financial aid from Russia. The Transdnestr government plans to give $23,500 to help people whose houses are uninhabitable rebuild their lives, and to provide up to $3,000 for owners to repair damaged homes. It says the payments will be made by September 1.
Russian trucks carrying more than 100 metric tons of supplies including diesel generators, pumps and disinfectants are expected to arrive in the Moldovan capital of Chisinau and the western Ukrainian city of Ivano-Frankovsk later Monday.
A Russian plane carrying 40 metric tons of food and potable water arrived in Ukraine's Lvov on Saturday, while both Ukraine and Moldova last week requested humanitarian aid from the European Union.
