China defends Tibet role, condemns Dalai Lama in new report

BEIJING, September 25 (RIA Novosti) - The Chinese government, which has come under strong international criticism for its role in Tibet, released a report on Thursday denying "cultural genocide" in the province and denouncing the Dalai Lama's "lies."

Tibetan exiles have accused Beijing of encouraging the mass migration of Han Chinese to the province over the past decade, saying the newcomers dominate local affairs and dilute Tibetan cultural identity.

The State Council's white paper, available on the website of state news agency Xinhua, says its aim is to "expose the lie about the 'cultural genocide' in Tibet fabricated by the 14th Dalai Lama and his cohorts."

The paper also aims to "give the international community a better understanding of the reality of the protection and development of Tibetan culture."

Chinese authorities have blamed the Dalai Lama, Tibet's spiritual leader, for the March violence in Tibet. China's crackdown on the pro-independence protests sparked worldwide criticism that cast a shadow over the Beijing Summer Olympics.

The lengthy white paper is divided into six sections, including detailed descriptions of the government's support for the Tibetan language, protection of its cultural heritage and religion, and improvements made to the province's education system.

The "Conclusion" section says: "Facts show that there has been no 'cultural genocide' in Tibet at all over the past half century and more... Tibetan culture is blooming with new vigor and energy in the new age."

Much of the closing section focuses on criticism of the Dalai Lama.

"It is known to all that the 14th Dalai Lama and his clique are the chief representatives of the backward feudal serfdom system and culture of theocratic rule and religious despotism that used to prevail in Tibet," the paper says.
