"These applicants allege that, in connection with the intervention of Georgian armed forces in August, they have been the victims of violations of the rights guaranteed by [five articles] of the European Convention of Human Rights," the court said.
"Among other complaints, they claim that they have sustained damage to their health and breaches of their property rights," the statement added.
Tbilisi launched a military attack against South Ossetia on August 8 to try to regain control over the separatist republic, prompting a Russian operation to "force Georgia to peace." In the conflict, a reported 1,600 South Ossetians were killed and thousands were forced to flee the region.
Most people living in South Ossetia, which split from Georgia in the early 1990s, have Russian citizenship.
Russia has accused Georgia of committing "genocide" by launching the offensive in South Ossetia, and called for an international war crimes trial for the Georgian leadership.
Georgia also lodged "an inter-State application ... against the Russian Federation arising out of last summer's events," the court said.
