Egypt invites Palestinian factions for talks in Cairo on Nov. 9

CAIRO, October 20 (RIA Novosti) - Egypt has invited Palestinian political groups, including Hamas and Fatah, to Cairo on November 9 for reconciliation talks, the Al Ahram newspaper reported on Monday.

Egypt, which has been a long-time mediator in talks between hostile Palestinian groups, issued invitations on Sunday for "all factions" to take part in the meeting, according to the Maan News Agency.

Egypt has discussed the gathering with several Palestinian groupings, and all of them have given preliminary consent to take part.

The agency reported that group leaders also have received a draft plan to resolve the current political crisis, which started in June 2007 when Hamas seized control of the Gaza Strip, ousting the Fatah movement of Palestinian President Mahmoud Abbas.

Officials from both Fatah and Hamas confirmed that they had received the plan, although neither commented on its contents.

High-ranking officials told Maan that the plan called for the creation of a new unity government, which would be responsible for ending the Gaza blockade, preparing presidential and legislative elections and reforming the Palestinian security forces.

The draft provides for simultaneous presidential and parliamentary elections, and reforming the Palestine Liberation Organization (PLO) based on the 2005 Cairo agreement.

The plan also empowers PLO to "conduct negotiations in adherence with national goals," referring to talks between Palestinians and Israelis.
