The PACE draft report on last year's Russia-Georgia war, to be discussed on Wednesday, does not specify which demands Russia has not fulfilled, but urges Moscow once again to implement all points of the August 12, 2008 ceasefire agreement.
The situation was last discussed by PACE in October. The discussion resulted in a resolution calling on Russia to annul its August 26, 2008 recognition of the independence of South Ossetia and Abkhazia, another breakaway republic.
Russia and Georgia fought a five-day war after Georgian forces attacked South Ossetia on August 8 last year in an attempt to regain control over the breakaway republic. In response, Russia launched a military operation to eject Georgian troops from the region.
Abkhazia and South Ossetia split from Georgia in the early 1990s, and most residents of both republics have had Russian citizenship for a number of years.
PACE President Lluis Maria de Puig on Monday rejected rumors that the Russian delegation could be deprived of the right of vote during PACE's winter session over its failure to comply with the demands. He also said he intends to hold a meeting with the heads of Russian and Georgian delegations this week.
