Sergei Lavrov quoted President Dmitry Medvedev as saying that the treaty should also exclude the possibility of strategic arms being deployed beyond national borders.
"The document should limit not only the number of warheads but also the strategic means of their delivery - intercontinental ballistic missiles, submarine-based ballistic missiles and heavy bombers," Lavrov quoted Medvedev's statement while speaking at a UN disarmament conference.
"We also believe it is necessary to rule out the possibility of strategic offensive weapons being deployed beyond the national territory," he said, adding that the future arms treaty should be legally binding.
The Strategic Arms Reduction (START-1) Treaty signed between the Soviet Union and the United States in 1991 places a limit of 6,000 strategic or long-range nuclear warheads on each side. The treaty expires in December 2009.
