The 1994 EU-Russia partnership and cooperation agreement on energy is outdated and a new deal is necessary, the European commissioner for energy said on Monday.

"This agreement does not answer the requirement of our cooperation in energy," Gunther Oettinger said.

The agreement, which expired in 2007, should be replaced by a new one, he added.

The new agreement should set out in detail all the aspects of Russian-EU cooperation in the energy sphere, Oettinger added.

The commissioner urged Russia and the EU to outline their energy priorities up to 2050 and to form a common outlook on bilateral relations.

Russia and the EU should also provide stability in their long-term energy relations, Oettinger said.

Russia provides some 31 percent of Europe's gas imports, 27 percent of its oil supplies and 24 of coal supplies. Russia also provides the overwhelming majority of uranium for Europe.
