Russian President Dmitry Medvedev said on Wednesday that a pan-European security treaty would be needed "sooner or later."
"Perhaps stereotypes still stand and this initiative is ahead of its time, but I am sure its time will come sooner or later," Medvedev said at the Organization for Security and Cooperation in Europe summit in the Kazakh capital of Astana.
Medvedev started pushing the treaty in June 2008 and stepped up his efforts after a war between Russia and Georgia two months later, but the West has been unenthusiastic about the idea.
A draft treaty was unveiled last November. Some EU officials have said it lacks detail while NATO Secretary General Anders Fogh Rasmussen has claimed there is no need for it.
