A blast on Tuesday outside a regional security building in the western Kazakh city of Aktyubinsk was not a terrorist attack, a spokesman for the Kazakh Prosecutor General's Office said.
Earlier on Tuesday, Rakhimzhan Makatov, suspected of a series of crimes as part of an organized criminal group, blew himself up near the building. Only Makatov was killed in the attack.
