The European Court of Human Rights gave a priority status to the case of Adam Osmayev, who is accused of masterminding a plot to kill Russian President Vladimir Putin, a court source told the RAPSI news agency on Tuesday.
Ukraine’s Prosecutor General’s office said the court informed it last Friday that it initiated proceedings on Osmayev’s appeal against his extradition to Russia.
“The court resolved to give priority to this appeal in accordance with Rule 41 of the Rules of Court,” the source said.
The source also confirmed media reports that the court has recommended the Ukrainian side to suspend the extradition procedure.
Osmayev has confessed to planning to murder Putin on the orders of Chechen warlord Doku Umarov. A Ukrainian appeals court ordered his extradition to Russia on August 14.
The Odessa Regional Prosecutor's Office said a second suspect in the case, Kazakh national Ilya Pyanzin, will also be extradited.
In February, Ukrainian and Russian security services said they had detained two men with Chechen links who were suspected of attempting to kill Putin.
The attempted plot was uncovered when the planners, who were on an international wanted list, were detained in Odessa in early January, following an explosion in their rented apartment, Russian TV Channel One said in February.
The news of the attempted plot was released at the height of Putin's campaign to be reelected as president of Russia in the March 4 election.
